Article is devoted to a perspective of development of industrial districts in Russia based on foreign, in particular, Italian experience. Historical aspects of a phenomenon of industrial districts are considered. Specifics of the Italian economy which basis is constituted by small and medium scale enterprises that promotes success of similar projects are in detail researched. The typology of universal (territorial) tools of industrial policy is given. The important place is allocated for a perspective of internationalization of the Italian experience in this sphere and the prospects of development of industrial districts in Russia. Special attention is paid to consideration of cluster and network approaches. Criteria for evaluation of effectiveness of functioning of clusters of the enterprises are developed.

Статья посвящена проблематике развития промышленных округов в России на базе зарубежного, в частности, итальянского опыта. Рассматриваются исторические аспекты феномена промышленных округов. Исследуется специфика итальянской экономики, основу которой составляют малые и средние предприятия, что способствует успеху подобных проектов. Дается типология универсальных (территориальных) инструментов промышленной политики. Значительное место отведено проблематике интернационализации итальянского опыта в данной сфере и перспективам развития промышленных округов в России. Особое внимание уделяется рассмотрению кластерного и сетевого подходов, критериям оценки результативности функционирования кластеров предприятий.
