Abstract

Russia proclaims itself as a Federal Republic and that supposes two ways of controlling the country by people: through the representation (electing the deputies of the legistative body of all ranks) and through the institution of local administration. People's right to local self-government depends on the way legislative bodies of Federation subjects interact with municipal bodies.
