«WE STILL HAVE NO CREDITS...» PROBLEMS OF RELATIONSHIP BETWEEN WAR MINISTRY AND TREASURY OF THE RUSSIAN EMPIRE: CASE STUDY OF VLADIVOSTOK FORTRESS (1909-1911)

Abstract

The article, based on archival sources, examines the problems of the relationship between the War Ministry and the Treasury of the Russian Empire in 1909-1911 on the subject of the vote on Vladivostok Fortress’s reinforcement. The analysis allowed finding out that the conflict between V. Sukhomlinov and V. Kokovtsov, initially caused by personal dislike, became unvaried. The real causes were the low efficiency of administration, the weakness of munitions industry which couldn’tmeet the military demands, as well as the ministers’ inability to put the national interests above the department’s ones. As a result, all this became one of the factors, which led to the collapse of the Russian Empire.

Z.P. SOLOVYOV'S CONTRIBUTION TO CHILDREN’S HEALTH CARE IN EARLY 20TH CENTURY

Abstract

The article discusses the activities of one of the founders of the national healthcare in the field of children’s health in the 1910-1920s - Zinoviy Petrovich Solovyov. The beginning of his work in the field of child health care has been initiated in the 1900s by the analysis of the summer day nursery shelters organization for peasant children. After the October revolution Z.P. Soloviev, being a staunch Bolshevik, begins to work in the field of the health care system construction of the country. Such principles as public good nature of health care, participation of population in health care, unity of medical science and health care practice were introduced in the Soviet public health care by his direct participation. When getting real mechanisms for people health improving in the country, Soloviev has been working on implementation of the concept of prevention in the nascent Soviet medicine. The last major achievement and the most important thing in his life Z.P. Soloviev considered the most famous organization of health camp of the Soviet Union, “Artek”. Thus, Z.P. Soloviev, being a country doctor and a public health statistician in pre-revolutionary time, worked on the problem of child health as a Deputy in the people's Commissariat of Soviet Russia throughout of his professional career. Currently, in a period of rethinking of the historical process of the health care system creation in the Russian Federation, the analysis of its founders activities, in particular, Z.P. Soloviev is relevant. The consistent work in the field of chidhood diseases prevention and child health care improoving in general are shown on the materials of Zinoviy Petrovich Soloviev publications аnd archival data.

NATURE AND DRIVING FORCES OF STRIKE MOVEMENT IN MOLDOVA IN LATE 1980S

Abstract

The article discloses the nature and driving forces of the republican protest strike movement in Moldova in the period of perestroika reformsand its impact on the emergence and development of the civil conflict,which became the catalyst for the territorial division of the republic and the creation of the self-proclaimed Transnistrian statehood.In the article there is presented the analysis of the process of formationand activity of the strike movement. The author shows that the United Council of LabourUnionswas the initiator, organizer and the main acting force of the protest of the workers' movement, defending the civil and constitutional rights of the Russian-speaking population of the Transdnistrian region of the Moldavian SSR. The article allows getting an idea of the ways and methods of struggle of the working movement against the Soviet Moldavia nationalist representatives of the Popular front, which operated on the territory of the republic of Moldova. Particular attention is paid to the reasons of occurrence and major activities of the strike movement.Moreover, there are analyzed the consequences of these actions for the further political development of Moldova.

GEOPOLITICAL SITUATION IN CENTRAL ASIA AND RUSSIA’S POLICY

Abstract

The article analyzes the political realities prevailing in the post-Soviet Central Asian countries and in the regional international relations over the past two decades. The situation in the Central Asian region can greatly affect the geopolitical balance of powerin Eurasia andsecurity spherein the considered unstable region. Particular attention is paid to the conflict potential of Central Asia, security issues, foreign policy resources of such countries as Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan and Turkmenistan, as well as the influence of the external factors on the political and socio-economic processes in the region. In the context of the integration processes within the CIS the author considers the Russian policy in Central Asia, defines its goals and objectives, examines the mechanisms and features of its implementation, that has not only theoretical but also practical significance. The region is a part of Russia’straditional sphere of national interests. In the acute competition with major international actors it retains its influence here.

Abstract

This article studies and briefly analyses the main directions of EMERCOM of Russia’s international cooperation with the EU in the beginning of the 21st century. The author concludes that the main directions of EMERCOM’s international cooperation with the EU and in the area of civil defense are consistent with the foreign policy interests and national security strategy of the Russian Federation and currently has multi-facet and targeted nature which is beyond possible political differences even under today’s conditions of international regime of the EC sanctions against Russia due to the ongoing crisis in Ukraine.

CIVILIZATIONAL ACTIVITIES OF THE RUSSIAN ORTHODOX CHURCH IN YAKUTIA (17TH - EARLY 20TH CENTURIES)

Abstract

Orthodoxy became one of the main means of integration of the ethnic groups of the Sakha region in all-Russia's socio-economic structure in the process of inter-civilizational interaction. The article is aimed at identifying the main activities of the Russian Orthodox Church as a civilization integrators of the public policy in the territory of Yakutia in the 18th - early 20th centuries, namely the definition of the stages of the missionary activity; the integration activities of the parish clergy; the practice of applying spiritual justice; characteristics of the educational ministry of the clergy, as a means of familiarization of the people of Yakutia to the Russian civilization. It was found out that the peculiaritiesof living in the far North led to the fact that the systematic relationship between the population and the civil authorities were onlyin regional and district centres. For most of the rural population, leading the nomadic or semi-nomadic way of life, a parish priest played a great role. Thus, on the basis of Orthodoxy there was founded a universal basis for inter-civilization interaction, when ethnic origin wasenrichedby the Orthodox, the Russian, and the world civilizations.

HOLY MARTYR SERGIY MECHYOV’S LIFE AND SOCIAL SERVICE OF HIS COMMUNITY

Abstract

The article presents the pilgrimage and peculiarities of the pastoral ministry of archpriest Sergiy Mechyov, praised in 2000 in the host of new martyrs and Russian confessors. The article provides the characteristic of his ministry in Moscow Saint Nicholas church in Klyonniki from 1919 to 1929, when by his efforts there was established the repentant social unit of Maroseyka, the one he had taken over from his predecessor, elderly monk Alexiy Mechyov. By the example of the priest’s life and nurtured laity one can trace the emergence of new forms of public ministry of certain ROC (the Russian Orthodox Church) parish during the period of the Church persecution after the October revolution of 1917.They were: professional retraining of people, aid for exiled or imprisoned priests and the laity as well. There is shown the uniqueness of the fact that after returning of Saint Nicholas church building in Klyonniki in 1990, children and grandchildren of the spiritual sons of martyr Sergiy came for its restoration. That was the way the succession was saved and the link of times was not interrupted.

PROTECTION OF TRADITIONAL VALUES IN FOREIGN POLICY OF THE ROMAN CATHOLIC AND RUSSIAN ORTHODOX CHURCHES

Abstract

This article studies the external activities of the Roman Catholic Church and the Russian Orthodox Church at the sites of international organizations for the protection of traditional values. The authors analyze the foreign policy of the Churches in the context of their impact on the improvement of the spiritual and political climate of the continent and the role of Russia as one of the centres of power. The article explores the notable "case of Lautsi against Italy",and proves that the positive outcome of this trial in the European Court of human rightswas achieved thanks to the interference of Russia and the Russian Orthodox Church.At the same time, the inability to overcome the secularattack of eurobureaucracy only through efforts of the Roman Catholic Church indicates a significant change in the balance of political forces in Europe.The views of Italian politicians, academics and representatives of the clergy, cited in the study, unequivocally accentuate the crucial role of Russia and the Russian Orthodox Church behind the winningin this high-profile trial.This fact reflects the increasing international political influence of Russia and the Russian Orthodox Church.In conclusion, the authors emphasize the importance of the work of the Christian Churches, focused on the preservation of the European continent as a cultural and civilizational community.

ESCHATOLOGICAL CONCEPTS IN RUSSIA IN DISCOURSE OF POST-SOVIET TRANSFORMATIONS

Abstract

In the article there is considered the eschatological discourse of Russia in the conditions of the post-Soviet transit. There are revealed social, economic, cultural and political factors of the growing interest in eschatology. The authors give the classification of modern eschatological concepts. There is put forth the hypothesis ofthe connection between the growing apocalyptical sentiments and the process of social transformations. The authors present proofs of the postmodernist essence of the modern eschatological interpretations contrary to the dogmatic religious positions of the Apocalypse. The problem of eschatology is contextualized in the history of Russia with the study periods of the middle ages and the new time. This approach is determined by a rigid connection between the eschatological perspective and the religious culture. The analysis shows that in fact eschatology can be produced in the secular type of society as well. The rise of the eschatological discourse has been clearly recorded since the end of the twentieth century.
