Abstract

Local governments are one of the institutions of democracy that form a basis of a civil society. Their political importance is beyond any doubt. At present, it is critical to address the problem of the optimization of low-level interactions between state and local governmental structures. These interactions should aim to achieve efficient utilization of the real and financial assets at all the levels of the federal financial system with the goal of meeting the needs of local communities. The communities are expected to play active role in the process including immediate control over the function of governmental structures.
