Abstract

This article discusses the factors, conditions and risks of spatial development of the social sphere in the Russian Federation. Based on the analysis of current practice approaches to hu-man resource’s needs forecasting of constituent entities of the Russian Federation in the frames that meet the long-term spatial development in the country. Based on analysis of the experience of foreign countries in identifying needs in the development of the social infrastructure and to assess its applicability to Russia held a substantiation of methodical approaches to forecast the construction and development needs of the federal social infrastructure. The relevance of the objective of identifying and forecasting infrastructure gaps is also confi rmed by the sig-nifi cant demand for innovative approaches in determining infrastructure availability in practice of normative security and shift to the paradigm of satisfaction with the quality of the services provided by the infrastructure.
