Abstract

The present article is further continuation of works on research of approaches to a solution of the problem of standard and legal fixing of the basic concepts in administration of the state. Classification and the analysis of public administration is carried out, the role and the place of the state functions supervision and control in public administration is considered. The analysis of standard and legal base of concepts of public administration supervision and control is carried out, shortcomings are considered. Sources of an origin of key concepts of public administration supervision and control are investigated.

THE MODEL OF SOCIAL POLICY IN RUSSIA: COMPARATIVE ANALYSIS

Abstract

The model of social policy implemented in the country, is entirely determined by the features of the existing socio-economic system. For countries where the economy is built on the basis of social-democratic approaches, the most characteristic of the Scandinavian model of social policy. In countries with a reduced role of the state in the economy is used residual and institutional types of social policy. Conservative type of social policy is a reflection of the social market economy. Russia doesn't fit in any of these models as its socio-economic system has a rather contradictory structure: features of early and late capitalism, something from the socialist past and you can even find some characteristic features of feudal society. It is a low wage, the highest in the world differentiation of property and income that do not correspond to today's realities, the system of compulsory social insurance. As a guide may be selected Norway is a country close to Russia in structure of economy, export-dependent, in all other respects they are totally dissimilar. Norway world and European leader in the socio-economic development. According to the author to explain such results is possible only in the presence of normal political competition, thanks to which they take into account the interests of the majority populations.

PROBLEMS OF INFORMATION-PSYCHOLOGICAL SECURITY OF SOCIETY IN THE CONTEXT OF ENSURING NATIONAL INTERESTS OF RUSSIA IN THE INFORMATION SPHERE

Abstract

At the present stage of the development of social relations the information acquires the value of the most important resource in global policy and world economy. At this conjuncture the global information sphere becomes an arena of inter-state confrontation using the methods of information-psychological war. The scientific attitudes to the definition of the term “information-psychological war” are considered in the article on the base of Russian and foreign materials. The course of and interim results of the informational opposition between Russia and the block of the Western states is analyzed in relation to the political crisis in Syria and Ukraine. According to the author, the transition to “positional information war” based on using “the image of the enemy” is dangerous because of the rise of chauvinistic moods and serious deterioration of international relations. The author considers that the realization of the state information policy must be based on the long-term national interests.
