Abstract

The article is devoted to topical issues of economic security of Russia as the most important function of state management. These issues are discussed from the standpoint of the well-known theory of interest, according to which economic security should be seen as protection of its national interests in the economic sphere. The author points out that the main cause of insecurity of the economic of modern Russia is the inprotection of its economic interests from various threats. He also offers ways to protect national economic interests of our country.

REPRESENTATIVE DEMOCRACY IN FEDERAL CITY

Abstract

The article analyzes the quantitative representation of citizens in the representative bodies of state power and local self-government in cities of federal significance. The Russian political system is still functioning accumulates experience as a full-fledged institution of democracy. In this connection, its development is largely determined by the organization of civil and political representation. Since the city of federal significance, in accordance with their status are two levels of public authority - the state (the subject of the Russian Federation) and local government (intracity municipalities), analysis of the issues of civil representation in these cities becomes of great importance. This article attempts to analyze some aspects of civil representation in order to identify the general tendencies of its development.

Abstract

Authors speak about theory of the information convergence in the systems based upon the economics’ assimetric information theory, sociological theories of social systems by N. Luhmann and theory of communicative acts by Ju. Habermas. There is an attempt maid to reconsider the role of information convergence in the state system’s functioning. Under the convergence of the information systems we mean that information interpenetration of provoking a global system for the reorganization, and this is not due to asymmetric information, and due to its excess. The authors come to the conclusion that in the modern globalizing world the American metasystem is dependent on the systems of other levels. There is a certain fatigue of the meta is taken from the burden of responsibility for the world. This meta-increasingly begins to transmit positive and negative information, destabilizing the international situation, multiplying the conflicts and exacerbating the chaos.
