The article highlights topical issues of the development of practice-oriented educational programs of higher professional education. Provides experience in the development and successful implementation of such a program in Moscow Metropolitan Governance University. Describes the organizational and substantive decisions necessary for the implementation of a practice-oriented project-based learning masters of public administration. Makes suggestions for further development of such programmes.
