CONTEMPORARY MUSLIM POLITICAL IDENTITY: THE SACRED TEXT AND SOCIAL EXPERIENCE

Abstract

The article focuses on the formation of modern Muslim political identity on the macro-po-litical and individual levels. The author explores the relation between its Islamic and state-national levels. It is shown that this relationship is of dynamic nature and that at present both these levels are significantly differentiated: nationalism outgrows the framework of state nationalism and gradually acquires civil dimension, while the Islamic layer, losing its significance as the only source of identification and self-identification for Muslims, acquires new socio-political content. The latter is reflected in the development of “Islamist pluralism”. It is noted that the ascriptive orientations to kin-groups, ethnic groups and clans remain significant and especially vibrant in the times of political turbulence.

POLICY OF THE RUSSIAN FEDERATION TO ENHANCE THE EXPORT POTENTIAL OF THE EDUCATION SYSTEM: RISKS AND OPPORTUNITIES AT THE START

Abstract

In this article, primarily, was the intention to show an example starting in 2017 priority project “development of the export capacity of the Russian education system” opportunities and risks that manifested itself during even the initial stages of its implementation. These risks and opportunities should be considered as phased implementation of the project scheduled for completion already in 2025. The authors associate with the project a number of observations about world trends in education, and in this regard the situation that the Russian university system faced with the need to take radical actions and measures based on the principles of project activities, political and socio-economic analysis of the related processes. As the object of analysis, we selected official documents of state structures, officials, range of events and actions that take place as we enter the process of implementation of the first phase of the priority project.

POLITICAL REGIMES AND REGIME CHANGES IN THE MIRROR OF ACADEMIC DISCOURSE

Abstract

The article reviews the state of the recent comparative research on political regime and regime changes and the democratization prospects after authoritarian regime breakdown. The main methodo-logical problems facing the researchers of political regimes who use the regime variable in comparative research are the conceptualization, classification and operationalization of political regimes in which political changes may or may not occur. The author studies typologies of nondemocratic political regimes, the aspects of one-party, military and personalist regimes, their survival logic and the democratization prospects for every type of authoritarian regimes. Each type of authoritarianism has its own logic and inner dynamics, hence different regime-changing trajectories. Particular attention is paid to hybrid regimes as the most conceptually blurred category. Methodological problems of studying regime change include concept stretching, conceptu-alization of successes and failures and also the distinguishing of potentially relevant cases in order to increase the number of cases, since the events studied are rare events. The article proceeds to study the po-litical changes from the perspective of democratic transition theories and discusses the advantages and disadvantages of two main approaches to studying political regime changes, i.e. the structure-oriented and the agency-oriented.

IMAGE - REPUTATION - BRAND: STRATEGY OF FORMING OF VALUE OF THE POWER

Abstract

Article is devoted to consideration of process of forming of valuable symbolical space of the Russian power in the context of forming of the new model of development of society determined as one of the priority directions of the Concept of long-term social and economic development of the Russian Federation for the period till 2020. This vector of development of the relations of the state and society is determined by the author as strategy of forming of the valuable relation to the power - the purposeful, system, jointly performed activities of the power and society for creation of valuable space of the Russian power through transformation and consecutive transition each other of the following symbolical categories of the power: “identity” - “image” - “reputation” - “brand”. Content of the specified categories is opened, interpretation of measurements of the valuable field of a brand of the power on the basis of model of a four-dimensional brand of T. Ged is offered. The special attention is paid to process of forming of reputation of the power as to a subject of independent author research, on the example of studying of reputation of the regional power of the Smolensk region.

POLITICAL FACTORS OF INSTITUTIONAL DEVELOPMENT OF RUSSIAN PUBLIC SERVICE

Abstract

We define the civil service as a political and administrative institution established to meet the needs in the professional performance of political decisions and providing the daily contact between the society and the political power. The definition of civil service in the Russian legislation is not fit the features of public institution, that is why the institutionalization of the civil service in post-Soviet Russia face difficulties. We see ways to overcome this contradiction, which include the improvement of legislation and implementation to the strategic documents the goals, objectives and performance criteria of civil service institution-building. This goals and objectives should orientate the civil servants to ensure economic growth and improving the quality of citizen’s life. The architecture of the civil service institution was offered, including the legal, institutional and human components. We identified the institutional charac-teristics and location of this institution in the environment of society. The algorithm of civil service in-stitutional change was clarified, which includes elements such as institutional selection, the definition of institutional norms and institutional effects. The requirements for the assessment of institutional effectiveness were formulated. We proved the necessity to describe the driving forces of civil service development not only by external influences, but also its internal environment. The comparison of this set of statistics with indicators of internal development of the civil service allows concluding about the correlation be-tween the civil service performance on different stages of its institutional transformation and attainment the priorities of the economy and society.

DYNAMICS OF SCIENTIFIC VIEWS ON THE POLITICAL CRISIS OF 1993 IN RUSSIA

Abstract

The article is dedicated to the dynamics of the scientific views on the political crisis of 1993 in Russia. The study is significant due to the found tendencies of development in modern Russian science. The scientific articles in the research were classified in several categories by the character and the approach in studying of the same scientific issue. The aim of the study is the analysis of the scientific view changes on political crisis of 1993. Materials of the study represent the set of scientific works that have been published in Russian in Russia since 1993. The papers were collected on the basis of the Rus-sian State Library, Russian science index, information platforms elibrary.ru and cyberleninka.ru. The articles were classified in several categories according to the evaluations of those political events and to the par-ticular topicality of the researches. Moreover, they were separated in several time series. Correlation analysis was the main mathematical method of the research. In the result, it was found that the number of the positive, neutral, and negative publications depends on time serious significantly. The closer to the current moment the more scientific papers dedicated to the political crisis of 1993 have been pub-lished. The number and percent of the positive articles have reduced substantially and, simultaneously, the same measures for the negative articles have risen. The percent of the neutral articles was negatively correlated with the time period since the year 1993. These tendencies will be continued in the future. The number of the common political publications dedicated to the crisis of 1993 and the one of the pub-lications on the same topic in the related scientific fields has gradually grown. However the most im-portant interdependence was found between the specific political publications and the time period since the year 1993.

THE PHENOMENON OF THE KOREAN WAVE AS A POLITICAL FACTOR OF «SOFT POWER» OF THE REPUBLIC OF KOREA

Abstract

The article is of an overview nature and is devoted to the phenomenon of the Korean wave. This term refers to the toolkit of “soft power”, which is gaining increasing importance in world political practice. The article reveals the basic factors that determine the success of the Republic of Korea’s foreign policy in building an attractive image of its country. The notion of a state rebranding associated with a suc-cessful modernization of the economy and the Westernization of culture is singled out.

EURASIAN ECONOMIC UNION: TRYING TO ESCAPE THE POST-SOVIET INTEGRATION PATH DEPENDANCE

Abstract

The article analyzes the issue of development of regional integration processes and for-mation of integration structures within post-Soviet space. Within the last decade one of the most dynamically evolving regional integration project is so called the “Eurasian project”? connected with the creation of Eurasian economic union (EAEU). At the moment this integration structure is not a full-fledged one and is susceptible to a number of specific risks. One of the major one is dependence on the deep-rooted “bad integration practices”, or post-Soviet integration path dependence. Previously it led to slowdown of in-tegration dynamics, decrease of effectiveness as well as decay of integration structures. In order to es-cape it, the EAEU should strive to increase its effectiveness on the basic of selecting valid integration model, working out straightforward integration strategy and proper usage of mechanisms of integration cooperation.

VALUE BASIS OF CHINESE FOREIGN POLICY

Abstract

The article is dedicated to the revelation of the role of values in Chinese foreign policy-making at the current stage. The article begins with an examination of the meaning of the concept of “value” in the context of foreign policy. In an effort to identify the fundamental values of Chinese foreign policy, the author poses the following questions: What is being regarded as the value basis for Chinese foreign policy? How are these values reflected in China's foreign policy? Where does the policy based on this value system lead? The study focuses on three groups of values: traditional Chinese, Marxist and liberal values. As a result, the study reveals the ways in which the above-mentioned groups of values affect modern Chinese foreign policy.

INEQUALITY IN CHINA IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT

Abstract

The research object is the sociopolitical foundations of sustainable development in China. Research subject is the problem of inequality as one of the obstacles to sustainable development in China. In the article, different aspects of the issue are reviewed in the context of sustainable development, especially through the requirements of the UN Agenda 2030. These aspects include income inequality, inequality in education and health care, gender inequality. It is shown that despite the improvement trend in some specific aspects, the inequality gap in China is still large, further reduction of the inequality level remains one of the main tasks for achieving sustainable development goals in China.

ELEMENTS OF NEOCONSERVATISM IN THE CONTEMPORARY POLITICAL SOCIETY IN GERMANY

Abstract

The article is devoted to the phenomenon of strengthening neoconservative sentiments, i.e. neocon actors, in Germany. The paper analyzes the aims of three neoconservative actors in Germany: the party Alternative for Germany, the social movement PEGIDA and the “Identitarian movement”. It is found that all three parties have similar aims and their cooperation could lead to a serious strengthening of neocon positions both in society and on the political landscape. One of the conclusions of the article at hand is that it is too early to judge the party's ability to work as an established party. This conclusion is accompanied with the fact that the majority of those who voted for AfG were so called “protest voters”, hence they may prevent the return of the party in the next elections to the Bundestag.
