APPLIED BACCALAUREATE AS THE MAIN MECHANISM OF THE HIGHER EDUCATION PROFESSIONALISATION

Tkach G.F., Bespamiatnova M.

Abstract

The article reviews the main conceptual and legal provisions and organizational activities carried out in the education system of the Russian Federation in order to introduce the new educational programs of applied bachelor degree. The problem of effective professionalization of higher education is extremely relevant due to the serious problems that Russian higher education currently faces. One of such problems is the lack of practical suitability of Bachelor graduates to the conditions and requirements of the actual labor. Responding to this problem, in Russia, as in most developed countries, there is a way to improve the professionalisation in the first stage of higher education - to divide the educational program of Bachelor into “academic” or “general” and “applied” or “professional”. The same issue is relevant to the different qualifications and assigns. The review of the experience of educational reforms in the leading European countries, where during the last 15-20 years some large-scale reforms with a view to the professionalization of higher education were carried out. It is important, that the essence of these reforms underlined the general problem of rapid modernization of vocational training structure and content of educational programs in accordance with labor market demands and socially important requests of individual regions and the country in common. The analysis of the success of the reforms carried out in different countries, shows that it is common for all to establish a close relationship of employers and educational institutions at a sufficiently broad autonomy to the last, in cooperation with the state regulation of educational activities. This organic combination of theoretical and practical components of the secondary and higher vocational education programs of applied bachelor degree programs is to become the basis of the formation process of a new professional category, mostly demanded by the labor market.

NETWORKING ACTIVITY OF HIGH TDUCATIONAL INSTITUTIONS: A COMPARATIVE ANALISIS OF APPROACHES USED IN THE IMPLEMENTATION OF JOINT EDUCATIONALE PROGRAMSIN CHINA AND RUSSIA

Krasnova G.A.

Abstract

The article is dedicated to the analysis of networking in Russian and Chinese universities; in particular, the legal requirements for the implementation of joint Chinese - Russian educational programs and the reception of such programs in Russia and China; the article also describes difficulties faced by Russian and Chinese universities in implementing these programs.Development of joint educational programs between Russian and Chinese universities has taken two steps so far. The first step that took place in the late 1990s was characterized by the absence of rules and regulations. Therefore, at that time a lot of joint programs were running and were regulated only by bilateral agreements.Education authorities turned a blind eye on violation of these agreements upon enrollment and graduation, while the lack of a legal framework was compensated by the university regulations. In the last few years the situation has changed in connection with the implementation of a new Federal Law of 29 December 2012 № 273-FZ “On Education in the Russian Federation”.In 2012, at the meeting of Heads of Government of Russia and China signed a Memorandum on the implementation of the Action Plan for Russian-Chinese cooperation in the humanitarian sphere until 2020. In the Memorandum the parties agreed in the framework of cooperation in the field of education, in particular, for joint programs, which was the impetus for the creation and implementation of joint programs between the Russian and Chinese universities. A major role in the development of network interaction between universities of the two countries were created in 2008 by the University of Shanghai Cooperation Organization, in which the implementation of joint programs in the field of ecology, energy, IT-technologies, nanotechnologies, regional studies, economics, pedagogy has taken places.
