Andronova I.V., Katamadze A.

Abstract

A new independent state - the Republic of Georgia, formed after the collapse of the USSR during its independent existence, experienced several economic crises, a color revolution, a drop in the standard of living of the population. Despite this, the republic continues to live and develop. The Georgian socio-economic development strategy, Georgia-2020, adopted not so long ago, recorded the state’s commitment to ensure economic growth so that every citizen takes advantage of the achieved results, and at the same time, to enable the inclusion of the population in the process of economic development. One of the mechanisms to achieve the declared goal was the almost complete liberalization of foreign economic activity. Customs duties were almost completely abolished, customs authorities were reformed, all transit duties, quotas and other transit barriers were abolished, liberalization of railway tariff policy was carried out, free industrial and tourist zones were created, restrictions on capital movements were lifted, and so on. In 2018, Georgia ranked 9th in the World Bank’s “Ease of Doing Business”. The purpose of this article is to carry out a comprehensive assessment of the transformation of Georgia’s economic policy and assess its impact on the socio-economic development of the country.

ECONOMIC GOVERNANCE IN THE EU: THEORY AND PRACTICE

Pliuiko A.Y., Tsibulina A.N.

Abstract

The article deals with the main economic theories applicable to the system of economic regulation in the regional economic integration associations. It has been proven that in the absence of universal and complex theory of economic governance in the context of integration associations, the EU has used particular provisions of various existing concepts. It has been revealed, that in its practice of supranational regulation of economic activity monetarist ideas are widely applied. Meanwhile economic governance on the state level is based on Keynesian methods. Principles of the theory of fiscal federalism are reflected in the allocation of functions between supranational institutions and member-states in the EU.

EXCESSIVE DEFICIT PROCEDURE IN VISEGRAD COUNTRIES

Komissarova J.N., Sergeev E.A.

Abstract

The authors state that the fiscal policies conducted by EU member states have their limits since there are supranational rules and norms. The Excessive Deficit Procedure (EDP) seems to be a topical issue, because it binds member states with budget consolidation. The Visegrad countries exercised fiscal consolidations during 2009-2013(5). They behaved differently: Hungary had the most ambitious consolidation due to substantial problems in its fiscal system, Poland and Slovakia introduced mixed measures, and the Czech Republic cut public investments and raised indirect taxes. All in all, these consolidations could be called successful enough, because they brought the countries out of the EDP. To some extent, consolidations have changed the structure of governments’ revenues and expenditures and the level of tax burden (in Slovakia) or pension system (in Hungary). Countries managed to return to a balanced budget, prevented the risk of EU sanctions and restored confidence to their fiscal systems.

Petrov N.A., Abramov D.V., Michailov A.M.

Abstract

The article proves the impact of the institutional environment, investigated through the index of entrepreneurial confidence, the number of bankruptcies of enterprises, on the dynamics of economic variables, in particular, on the return on invested capital (ROIC), which is an indicator of business risk. It is determined that for foreign investors, this indicator of business risk is one of the key in the decision-making process to invest in the real sector of the economy. The authors argue that, under the current conditions of the Russian economy, debt restructuring and lending to enterprises belonging to a group of related persons in order to improve the value of ROIC is dangerous because of the further increase in overdue debts of enterprises.
